The energy bill approved by the House is praised by President Obama as a good start but he'd like one thing taken out: trade penalties on nations exceeding global warming targets. The Senate is next stop for the bill, which limits greenhouse gases and provides incentives for alternative energy, so-called "clean coal" technology and nuclear power.
